They're both the same and seem to be good timings for the clock. However, are you actually installing these on a quad channel board? If not get a 2x8GB kit.

Higher speed = better

Lower latency = better

But most of the reams are cl16/18 g.skill 32gb 32000mhz

Yes, because to get the lower latency it’s you need good ics, which are expensive. 
 

just get a 3200mhz cl14-14-14-xx kit.
