Windows does not allow to do this. You have to use third party software such as Windowsblinds for applying custom window skins.

Ever known of a patch called UXTheme Patcher? There are various skins you can apply to Windows after installing it. But before you proceed to the installation, You'd better create a restore point from System restore and backup your files. Sometimes it brings issues, especially with Windows explorer. Other times it might not be compatible with newer versions of Windows 10 as Windows has been changing a lot. You can find skins on DeviantArt.
