Is this bottlenecked?

Seems fairly balanced to me. Games vary pretty wildly in CPU vs GPU usage, and even the same game can change depending on whether your priority is framerate or settings/resolution-- that's why bottleneck calculators are not great. This looks like a fine build for 720p anything or 1080p low at 60ish FPS for the majority of games.

Bottlenecks always exist.

The question is just whether the bottleneck impacts the performance of other components so much, that it would've been better to upgrade / downgrade certain components.

 

In your case you're good.

The best thing to do is to stick with what you have now and upgrade the entire platform at a point at which you need more performance.
