Also can you help me pick out a case ? (Budget is around £30)

Also if I put a server fan (7,000 rpm) on the heatsink, would I be able to do a 30% overclock on it ?

You have to give me the exact model. 1700X likely yes, 3900X probably no.

Overclocking is not worth it - you'll generate a lot more heat and put a lot more strain on the VRMs for not that much performance. Focus on memory tuning.

As for a case - any full-ATX case with proper fan mounts for the front intake and rear exhaust

Will using a server (fan for the exhaust) whenever I am doing multiple hours rendering make the motherboard and CPU last longer as there will be less heat ? or will it not make that much of a difference ? I want to put quiet fans on my cooler and slightly undervolt when doing basic editing and switch the powerful ones on when doing rendering and intensive work. 

 

I have had this touchscreen thingy and it lets you controll the fan speed

No need to do any of that - get quiet fans and leave it as is. Server fans don't offer that much more as there is a limit to how much heat a cooler can transfer to air and that's usually the limiting factor.

If I oil my fans with WD40 will they go quiet again. How often should I oil them. Which cheap quiet fans should I get, preferably used from eBay

Silent Wings - made by Be Quiet. Best on the market. Or Noctua silent models.

As for the cooler, you have to ask Be Quiet for a mounting adapter since he likely wont provide any AM4 mounting hardware
