Also the I5 10600 is only $260 unless you know of a better low cost cpu.

DONT use AMD if the build is for Arma 3. AMD is typically a solid choice for gaming, but not when it comes to Arma 3. Its got garbage optimization and runs much better on comparable Intel CPUs. i5-9600k might see some dips as low as 45fps while stabilizing around 55-60 in KOTH game modes, while Ryzen 5 3600 is going to stick more around 35-45fps. Arma 3 also doesn't require much GPU power, whether you use a 1050 TI or a 2060 fps results will change based on your CPU.

Because of the huge price tags on Intel CPUs its probably going to be best to look for a 2nd hand Intel CPU, like the i7-8700 (non K variant runs great with Arma), motherboard and GPU like the 1070.

Just want to add on, classifieds have used GPUs for sale right now in the $185-200 ballpark which is still a pretty nice deal.

since arma seems to be the main use, i would put it on the ssd with windows, 250 gb is a minimum for me on ssds. Especially with how cheap they've gotten

Insanity is not the absence of sanity, but the willingness to ignore it for a purpose. Chaos is the result of this choice. I relish in both.
