Slow Internet to PC but Fast Internet to my other device

I have been encountering slow internet to my PC with 0.10 kbps but my other device has like 10 mpbs, Restarting my internet does fix it BUT after 30 minutes it will slow down again.

Could you tell us more about your PC? How is it connected to the Internet (via WiFi or Ethernet)? What kind of wireless card does it have if it's via WiFi?
