How much do i need to spend to get a good looking, smooth, 1080p experience, in some shooters, and older games (5-13 years old) on a full setup, every time i go into pcpartpicker i end up with a $1,600 USD setup, (not to mention huge sales tax) i don't think i need more than like 90 Fps, but it would be nice to have 100 or 120, i do need all peripherals though.

For 1080p, a 5600XT and a 3300X is a good pairing. IMO the real sweet spot at the moment is a 5700XT+3600 which gives you a solid $1000 build.

Honestly a 3100 would probably be more than good enough, graphics card I would say RX 570 or 5500XT? Not much required here...

For the absolute best bang for your buck right now, for 1080p 144hz and even the ability to play 1440p at higher refresh rates I'd go with the Ryzen 5 3600 and the 5700XT. As for bare minimum a 3100 or 3300x with a RX 570 or 5600xt would be fine for 1080p 90-120fps. But $900 for the 3600 and 5700xt is a very decent price to performance build. No RTX or anything like that but still. Right now isn't the best time to build a gaming PC, if I were you I'd wait until September when the new CPUs and GPUs come out and PSU prices have gone back to normal.

3100xes are neat but apparently some places they’re even harder to find than 3300xes.  An rx580 might do it.  120 would be pushing the thing though.  The 580 I got is super happy at 1080p/60fps but it’s a bit loud.  Workin hard.  A 590 might be the ticket but iirc they got EOLed

$250 for a monitor, (remember 1080p/140hz)  $100 for a keyboard $50 for a mouse and you’ve got near top line stuff.  Mice and keyboards are as low as $8 a piece.  There’s a fairly decent $100 kit that includes headphones for $100. Not great stuff but not terrible either.

$200 monitor, $50 for keyboard, $50 mouse, $100 headset.  $400 is a good budget to start.

 

But find items you like and them buy them.
