Need help deciding

The RX 580 is faster than the GTX 1060 - much faster now, actually. It competes with the 1660, due to much better software updates. 

The CPU performance is theoretically identical... Skylake has about 10% better IPC than Haswell, but the 4590 has a boost clock of about 10% more, so that's void. DDR4 single channel vs DDR3 dual channel, I'm guessing is too similar to care about.

 

Something you should look into is the Skylake Base Clock Overclock. In an error, Skylake chips were accidentally unlocked for Base Clock Overclocking. See if your motherboard supported it back when it happened, then it's just a matter of rolling back to that older BIOS (Intel patched it out) and tweaking a few Windows settings and you're set. I know people who were running i3 6100s at like 4.7 GHz and beating up the 6600k lol.

 

Current rig :

I5-6400

Crucial 8gb 2133 mhz (single) 

RX 580

 

Rig that I bought for 200$

I5-4690

HyperX Ballistix 16gb 1600 mhz (dual channel) 

ROG STRIX 1060 6gb

 

The rig that I bought wasn't even planned, but is, I think better than my main rig. I bought it to flip it. Should I sell it as planned and keep my I5-6400 rig or the other way around? 

 

The i5-4690 has a weird Noctua cooler, which has a fan in the middle and 2 grills on the side. I've never worked with that and I wonder if it will keep the CPU cool?

Your rig is already better but you could do as @BlueScope819 said and swap the noctua cooler and maybe compare the gpu's clock speeds and memory amount

Aight but my rig isn't better tho. Why do you think it's better? 

The i5-4690 got a 1300 mark on cinebench r20 while my i5-6400 got a 1100 mark. (Small improvement but still) 

Plus I was REALLY suprised when I popped the 1060 in my i5-6400 rig. I got a 10-20 fps boost over my RX 580. Allegedly they are the same with the RX 580 being a bit better overall so that really weirded me out. And plus isn't 16 gigs dual channel better then 8 gigs of a single channel?

Thanks for the CPU tip, I'll check that out. But bruh then my RX 580 is underperforming or something? 

When I put the 1060 in my main rig, it gave me 10-20 more fps on highest settings. @BlueScope819

I have an

MSI Armor RX 580 8gb

Vs

Asus ROG Strix 1060 6gb

Why is the 1060 better in my particular case boiz? I am beyond confusion.

35-40 Celsius when it's not working hard and about 70 celsius on max settings on almost every game.(doesn't go above 71 celsius) 

I play Rust, League, Battlefield V and Metro Exodus. I don't have 3dmark. But from the day I bought it I had a felling it's underperforming. One thing I noticed is that the clock speed works on the RX 580 works on 1200mhz and memory speed on 2160.

The GTX 1060 works on a clock speed of 2160 and a memory speed of around 4160. Stock. I haven't overclocked anything. @Aereldor
