Also if you go into your bios set cool 'N' quiet to disabled if you wanna run it at full speed all the time... dunno why you would want to though

Yes mine even when overclocked does the same thing.

Windows power settings, advanced, cpu minimum. You want it as low as it will go though past 0. CPU maximum is what matters. Make sure it is 100. 

 

As other people said, when you run something that needs more speed, the chip will go higher. You don't want it running all out all the time. Intel does same thing. My 4770k sits at 800mhz on the internet.

 

If in Windows 7, just make sure you have the AMD patch and cores unparked. Win 8.1 does that for you. Other then that you are good to go. :)

just run some programs or turn off a few setting in the bios, pretty simple

By default balanced sets the cpu minimum state to 5% and high performance to 100% and energy saving is set to 0%.
