I know when you buy a graphics card and it says OC that it’s already over clocked! 
I’ve been watching Linus tech tips for the better part of about six months I don’t think there’s too many I haven’t watched already lol 

I’m not as technical as some of you guys so I do not build my own PC… I actually have a prebuilt coming and the graphics card says OC ready? Does that just mean I have the option to overclock? Or will it already be over clocked?

The word "OC" is just marketing fluff. Some board partners will slap OC on literally their cheapest card. Makes no difference either way, the only important factor is cooler quality.
