Need help with bad memory sticks

I bought 4 sticks of G.skill flare x ddr4 cl 14 8gb each, total $140sgd on ebay. Can I still rma it? 

The seller gave me the receipt of purchase. 

 

The System can't read 2 and 4 slot of thr ram.

Yes, a single stick can work. The downside is it will work in single-channel, which will limit performance. 
 

That is not applicable here, though, as we are just testing to see if the sticks work or if it is the motherboard.

I’m pretty sure you don’t; the only possibility I could think of is the shipping from your place to the factory and then from the factory back to you.
