Need advice on cpu cooler.

I'm hoping someone can answer a newbie question for me. I'm planning to do dual pc streaming setup, and I've decided on a Ryzen 7 3700x for my streaming pc. My question is, for a dedicated streaming pc, will the stock cpu cooler be sufficient or should I go with a beefier aftermarket cooler? Still new to all of this, so I get lost pretty easily on what is necessity and what is overkill.

The stock cooler should do the job. 

As for the dual PC

If you have a Turing GPU you can use nvec for your encoding and you won't need a second OC for streaming.

honestly the best way to cool cpu is to smother it in thermal paste, no cooler required

As @TofuHaroto said, try out the stock CPU cooler that comes with the CPU.  It will keep the temps under control.   The only reason to switch to an aftermarket cooler would be for noise issues.  My stock CPU cooler was quite noisy (worked just fine though).   So in my opinion, it is best to try out the stock CPU cooler first and if it doesn't work as well as you want (i.e. due to noise or anything else) then buy an aftermarket CPU cooler.   They are easy to swap out and this way you aren't wasting any money.

Agreed. The 3700x comes with the Wraith Prism, which is actually a darn good little cooler. It's just kind of noisy. I eventually replaced mine with a Noctua U12S, and temps did drop, but only from 71 to 65C. It is *significantly* more quiet, though.
