Ah so that's at idle I would assume 

If it's at idle then that's normal for the most part.

That is very much normal, no need to do anything.

 

If nothing is going on, then there is no reason for your cpu to run at full speed, so it slows itself down to save power.

Only hwinfo64 or ryzen master can monitor ryzen cpus correctly.

This is normal. A cpu will boost itself to it's max clock when it needs to work hard on something and will lower it clockspeeds when it doesn't need to do much or anything to save power as well there is simply no need for it to run faster as it's already handling everything at the speed necessary for the task. So don't worry about it it's all perfectly normal and exactly what it's supposed to do.
