Hey I Have USB Webcam from long time ago, I want to try this but i cant the USB Webcam Box, The windows say Code:28

I Cant find it

Trying to understand the problem so I’ll rephrase to see if I got it right:

 

So older usb web cam of unknown vintage or brand (might need that data) is not compatible with usb webcam box (I don’t know what that is) In some unknown version of Windows (again might need that info) And is throwing a code:28 error. is that correct?
