Stuttering only when turning mouse

I have a lot of stuttering in games when I pan my mouse.

 

It wasn't always this way, and last week ti went away. Strafing left to right facing and object seems fine, just the mouse moving that seems to cause the issue.

 

I tried changing the Poll rate to no avail.

 

Running clean windows, with only game running, very high fps 144+ and plenty of headroom

Phone: Pixel 3a (Purple-ish).
