Do you have a Ryzen CPU? There's a bug with it that causes 16/32 bit operating systems to fail.

 

You can fix it by following these steps, but any 16 bit programs will still cause a crash.

Unfortunately, I don't have much experience with Windows 98, although I can say that it could be the hardware you are running on the VM since newer hardware may not have been designed/tested/approved to work with an older OS such as Windows 98.
