Looked this up. It looks like this PSU only has a 4-pin for the CPU. DO NOT use the VGA 8-pin; it has a different pinout and will break your motherboard and possibly your CPU.

You can use the 4-pin for lower-end CPUs (i.e. Ryzen 3 or 5, or Core i3 or i5) as long as you don't overclock. Higher end CPUs, though, I wouldn't recommend it. And even for the lower-end CPUs, if you can, I recommend getting a better quality PSU.

Just look at your MB manual for how to plug the 4-pin cable into the 8-pin socket.

Yes but generally it's not recommended to use a PSU that only has a 4 pin connector in something like a gaming PC. What are the planned specs of this PC? A pcpartpicker link helps a lot.

Would be fine with a low end PSU, just consider getting a new model in the future, when you want to upgrade to something like an i7-4770 and RX 580 or something.
