Yes, but I wouldn't paint it while the backplane is connected to the GPU

I think so, the heat will only further bak it on to the backplane. I'd gently scuff up the backplane first, give the paint something to adhere to.

To be certain, I'd let it fully dry, then hit it with a can of dull-coat to protect it further.

That should do just fine.

Just be careful of the "orange peel" effect using spray cans, light easy motions, starting the spray off the board, moving across and once off, then stopping the spray.

 

May take several coats to get it even.
