Ryzen 5 3500 vs i5 9400F between these which should i get? Gonna pair it with a GTX 1660.

Ryzen has a superior upgrade path, so unless you absolutely love CSGO more than any other game, Ryzen 5 all day.

3600, definitivly. 
Better value, better plateform, pcie 4.0 with B550 boards and better ram support than B360 ( intel ), more efficient, overclocking capabilities, and you get 6 cores with 12 threads instead of 6 cores and 6 threads for more headroom in CPU utilisation.

CS are one of theses rare games when Ryzen is actually better, from a serial of benchmarks that I've seen.

Too Broke.Price difference about 80 dollar. I want to use that money for the GPU.

I don't know what benchmarks you've seen, you'll have to share those. Counter strike has universally performed better on Intel CPUs, it's one of the major criticisms of Userbenchmark. CSGO performs so much better on Intel CPUs that it skews results to be unrealistic.

Get a Ryzen 5 1600AF then. Weaker in games, but still better value.

i ask because both are in the same price range and has 6C/6T and is newer.

Compared to the 3600? It's not newer. 
And it's not the same price rang ( at least in your country ) if their is a 80$ difference.

which would imply that the 3500 is indeed the CPU in question.

 

OP is from India so that does make it available in the regional market.
