Something is wrong with my new computer. Let me start off with the relevant parts,

AMD Ryzen 5 3600 3.6 GHz 6-Core Processor,

G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory,

Asus TUF GAMING X570-PLUS ATX AM4 Motherboard.

 

Ok the problem. I can't get the memory to run at 3600 and it freezes up on a restart in the boot showing a memory issue (It doesn't have error codes only indicator lights and it freezes on memory). Boots up fine from off and only has a issue booting on a restart. I set the DOCP to 3600 and the FClock to 1800 and it just won't take it. After a few tries to boot is boots up in safe mode. Used the memtest 86 and found no errors. These are all brand new part so if one is bad I can get a new one under warranty but I have no idea if it's the processor or the mother board. Is there any way to test either of these and find out what one is causing the problems? I built it myself so I can't just call a company and tell them to fix it and I don't have parts to swap out to see what is bad.

Update the bios 

Set the soc to 1.1 

Dram to 1.35 

Try 3600 

Use memtest86 and OCCT to verify that it's stable 

If you have any overclock ( not including XFR ) get rid of it just to avoid FCLK limitations 

Now if it boots 

Try setting the over clock 

If you want , if your interconnect doesn't work with 1800, try 1700 

It's still 1:1 with ram 

( Quick tip make sure your ram is in slot 2 or 4 or in the slots that allow you to use dual channel )

so I’m assuming both sticks are showing up in your bios when it boots? So it’s showing that you have 16 gigs of memory? If not you may have to reseat your memory. 
 

also will it boot at stock speeds? You mention it won’t boot when trying to run at 3600, but will it boot without the OC profile?

I was sooo sure, absolutely positive, that I put the ram in the right spots.... MB has A1,A2 and B1,B2. Common sense would tell you A1 and B1 would be the first slots the rame goes in but nooooo. Using a magnifying glass to check out the user manual I saw that I might be wrong so switched it the A2 and B2 and everything seems to be working now. It overclocked to the right value and runs stable. Will check it with Memtest86 tonight while I sleep. Thanks for the help.
