My old cooler was dirt cheap and died after 2 years of use, so I got a dark rock cooler from be quiet. I think its doing a bit too well.

 

An i7 8700 running at 4.2 GHz is getting idle temps of sometimes 26c but averaging 29-31 and never peaks above 65-70 even when playing cpu intensive games. Ive only seen it spike above 60 when trying to render somebodies unoptimized blender mesh.

As an actual answer to your question, CPUs can get too cold, but we're talking LN2 overclocking temperatures. Older CPUs would often have issues around -80 C, usually things like memory controllers or PCIe lanes not working right. Newer CPUs, especially those with a soldered IHS, will often work all the way down to -196 C where LN2 caps out. However, CPUs can also have issues booting at temperatures that low, and it's usually recommended to keep boot temperatures above around -140 C. Despite the issues the CPUs encounter, they aren't usually damaged by the cold, but by the excessive voltage needed to hit the overclocks that are being attempted.
