What ram ?

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

What RAM was installed before and what was upgraded to?

Try and make sure all sticks are properly inserted in the slots.

This happened to me too, In my case, i had 4 RAM slots in my MOBO and i was using 2 of them (two 4gb sticks). When i bought a 16GB kit (four 4gb sticks), my pc got stuck in a boot loop and didn't boot up. What worked for me was to change the RAM slots. I swapped my RAM from slot 1 and 3 and put them in slot 2 and 4 and the ram from slot 2 and 4 to slot 1 and 3. It worked and my PC booted up. Strangely, each of my ram sticks work in specific slots. I have marked my RAM slots so i have some way of knowing where to put which RAM stick. You can also try booting up with just one stick at a time to see if all of the RAM sticks are ok. Also make sure they're properly installed. Just as @Uptivuptiz suggested.
