upgrade cpu or ram?

I don't think 2 threads and 300 mhz are going to make a huge difference compared to doubling your RAM. So I'd go with RAM in your place

Do you have a source for those old parts or are you going new? Because with an Ivy bride, new part are going to be expensive AF...

The i3 is a massive leap over the anemic Sandy Bridge Pentium.

If the only thing your doing is browsing etc 4 gigs will be more than enough
