I don't have my pc built yet, I only need two parts; storage and the power supply. When I get my power supply and start up my pc without storage, what will happen to it? I will want to turn it on when I install my power supply. Is it safe to power it on without storage just to see all the RGBs?

You will be able to boot into bios. Otherwise it will be boot loop

Yes, it is safe to use the computer without storage drive/s, it will keep giving you boot drive errors when you try to boot and boot loop, although you can still access the BIOS/UEFI and see that the fans and lights are working.

You can do it but why ? Some rgb components have red set as a default colour
