Massive frame drops when using AMD performance overlay

Just put together a used parts system. I have an xfx rx 470 4gb installed. I ran Heaven benchmark in order to test the system. Just letting the benchmark run I get 90 to 120 fps. If I toggle on the AMD overlay, (Using ctrl+shift+O) gpu utilization drops to 0, gpu power drops to 48 watts and fps drops into the teens. Turning it off the frams shoot right back into 90 - 100+ fps. I have never experienced this before. Any ideas?

Not experienced with amd overlay but my nvidea GPU does that when ever I turn Shadow play overlay on

It could be normal and it could be not 

If you want to be 100% sure try ddu

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

Pretty normal for any overlay, be it AMD, Nvidia or a custom one

Didn't want to say a difinitive answer because I myself was not sure if even my GPU is 100% fine 😅
