Every 1400p monitor outside of Samsung's line offer HDR10 I think, unless it's very low end TN panel. 

 

HDR10/HDR400 are very similar - both won't gurantee your monitor will be capable of displaying wide colour gamut, HDR10 on gurantee that the monitor can accept HDR input and HDR 400 gurantee that the monitor can accept HDR input and also reaching 400 nit of brightness in HDR mode. Basically, it doesn't tell you much but some HDR10 monitor is capable of producing a decent HDR content. 

 

HDR500 and above are the only standards that acutally gurantee something about your HDR monitor. HDR500 and above gurantee that your monitor can at least display a wide colour gamut , and also have some form of a true local dimming capability (which is basically a minimum requirement for HDR). From 500 and above, the differnet is mainly with the max brightness the monitor can produced in HDR mode (500, 600, 1000, 1200 nit etc.)

HDR400 is actually a higher standard than HDR10, so yes, you could but they aren't that different in reality - the best way to ensure that you actually have the bare minimum requirement for HDR is to look for a display that capable of a true wide color gamut. This is typically not too expensive, rting.com is your friend for that. If your budget allows, looking for something with local dimming zone would be better but those are quite rare to find and can be very expensive. 

 

The best affordable HDR monitor would be Samsung old CHG70. It has deep black (relaitve to IPS, some local dimming zone, and outstanding wide colur gamut) second would be LG 27GL850 (only wide colour gamut, poor black and no local dimming but at this price point you can't ask for a lot.) Both are only HDR10 but pack a lot more punch when it comes to HDR than say, 27UL650 with HDR400 certification. So yeah, it's better to look at their spec rather than vesa if you're serious about HDR at this level.

 

Also make sure that your monitor comes with HDR activation in OSD, especially if you plan to use it on Windows. Windows HDR implementation sucks - in fact, dysfuntional would be the better description of it. Without HDR activation in the OSD itself, you will never get a good HDR experience on Windows even if it got HDR 1200.
