I think my GPU is not working correctly but im not 100% sure and could use some second opinions as well as some advice on what to do.

Specs:

-ASUS GeForce RTX 2070 Dual Fan Advanced Edition 8GB

-Cooler Master MasterLiquid ML240R ARGB AIO Cooler

-Intel Core i7 8700K

-MSI B360 Gaming Pro Carbon Motherboard

-Corsair HX750 Platinum 750W Power Supply

-Corsair Vengeance RGB Pro 32GB

-Gigabyte GSM2NE3 M.2 NVMe Solid State Drive 1TB

-ASUS ROG XG258Q FHD FreeSync 240Hz 25in Monitor

 

GeForce Experience is up to date, chipset drivers installed.

 

Based on the results from GPU Check, for a system with the same CPU and GPU ( https://www.gpucheck.com/gpu/nvidia-geforce-rtx-2070/intel-core-i7-8700k-3-70ghz/ ) the game League of Legends should be running at about 580-650fps on ultra graphics settings at 1920 by 1080, yet i am only running at max 250 fps with it usually sitting at around 120fps

 

It also says that COD modern warfare should run at 130-145 fps but mine stays around 60-80fps so its not just a problem with League

 

Is this a GPU problem, could it be a problem with my motherboard or cpu. Would testing it by putting a different GPU in the PC work. Also if it is a GPU problem would this be the kind of thing covered by warranty.

At what resolution where you playing at ? 

Make sure these numbers from the site where on the same res as yours

Check temps

@TofuHaroto  XMP is enabled, temps seem fine and we were both running at 1920 by 1080

Have you tried ddu ?

And what are your temps ?

Speed of the ram? and dual or single channel?

Low quality HDMI, can't produce high refresh or high refresh on high resolution. If you use the cable given with the monitor you shouldn't have a problem, so you may ignore my post. There is a pinned thread at monitors section about display and cables. Also I guess you don't have another monitor plugged in right?

That's called bandwidth and that has nothing to do with the cable 

Refresh rate is not fps

Refresh rate is not fps 

There is also gsync. Anyway, as I said you may ignore my reply. Just removed things from the equation. If you can run the alien refresh rate test, then search for fps caps in game
