Ryzen CPU not turboing

Hello! I bought mi first computer a few month ago, these are the specs:

 

MOBO: Asus Prime B450M-A

CPU: Ryzen 3500

RAM: Adata 2x8GB 3200MHz

PSU: 500W 80+ Bronze

Graphics: RX570 @ 1350MHz

Storage: M.2 NvME 240GB XPG + 2 HDD WD Blue

 

My problem is that the Ryzen 3500 is not turboing, it's going up to 3950MHz when 100% use. It's not thermal throddling and it's being cooled by a classic Wraith cooler (my brother just upgraded an A10 APU and I took the cooler because the Wraith Stealth that came with the 3500 was doing a terrible job, going up to 93ºC).

I have enabled Precision Boost in the BIOS, I've tried manually changing the multiplier for the CPU to 40.00, just to see if it would go beyond the 3950MHz and when I save the settings and reboot it comes back to 39.50. I've updated the BIOS to the last version, tried with the Ryzen Master software, nothing of this seems to make it go higher.

I have to say that I do not want to fully OC the CPU, it wouldn't do anything for my use case but it triggers my curiosity why the hell it won't boost not even a little.

Base clock is 3.6, it is boosting...

do you have a ryzen 5 2500x or a ryzen 5 3600(x)? there is no 3500

Oh, I don't know why i thought that the base was 3.9 and turbo 4.1, sorry and thanks!!

It's an OEM version, it's like a 3600 but without multi-threading, and I paid much cheaper obviously. But yes, it's a 3500.

The "Effective Clock" is what your CPU is actually running. Try place some load on the CPU and see what it goes, 3.6GHz is the base for the CPU.
