Access files from 1 os within another os?

I have a laptop with a new installation of windows on an m.2, but there is an empty 2.5in bay. So can i put my old hdd inside and have access to it while booted in to my new 1?

 

If i have to do some setup to make it happen that is an option.

At me or quote me, I want to hear your opinion.

 

Hopefully anything I say is factually correct. Sorry for any mistakes in advanced.

chnge the permissions on the folder on the drive. In properties then security in windows.
