Video Editing CPU Upgrade - Ryzen 9 3900X vs 3950X

I'm looking to upgrade the processor in my Video Editing Workstation.  Currently I have a Ryzen 7 2700X in there.  It gets the job done, but Premiere Pro timeline performance isn't amazing.  Scrubbing through a complex project isn't nearly as smooth as I would like it to be. I record 4K video in a mixture of ProRes and H.264 (primarily ProRes).  It is vastly superior to my i7-8750H Laptop (6 core Laptop processor, so no duh).

My next Upgrades are moving from my Vega 56 GPU to a RTX 2070 Super Card (now that Premiere makes better use of NVENC), a new CPU, and a Gen 4 SSD for scratch disk.  

I can look at benchmarks all day long and see that the 3950X is better when it comes to Exporting projects, but my question is Timeline Performance.  While actually editing, is the performance that noticeable? For me I'll be stepping from Zen + to Zen 2, so I'm already gaining Single Core performance, and even the 3900X gives me 4 more physical cores.  

Basically I think the 3950X would be a great option for me, but the price tag just stings so bad. For that price difference I could buy a new light to better light my video shoots.  I make money off Video Production, but it would take a bit for me to justify that expenditure, especially since I'll be updating my GPU and probably my Scratch Disc SSD at the same time.

3900x is better for your money. ryzen 9 3950x is roughly 25% faster but is over 50% more expensive.
