According to AMD the HD 7790 requires at least a 500w PSU

The recommended spec is just to give AMD some breathing room in the worst case scenario - Tweaktown's system which was also overclocked only drew 339W max so a 430W power supply should have sufficient headroom, unless you plan on putting like 5 hard drives or something similar.

Yes - however, that is merely a recommendation. They will always err on the side of caution (i.e suggest more than what is actually required) to save themselves any angry customers.

as long as you have enough amps on your powersupply, it should be fine. :)
500w is just a recommendation, because the 500w will guarantee it to work without problems.

 

but they need to keep in mind that the psu will degrade slowly over time.
and also.. psu perform better and more efficient when its around the 40%-70% load

Yes, but I ran an i3 2100 and a hd7850 with an cheap 300w PSU for like a month, so a Corsair 430w should work out pretty fine. But i suggest getiing the semi-modular version, it's like $10 extra.

That is for an overall machine wattage. You could even get away with a i5 and GTX 680 with a 430w PSU(as long as it's a quality one).

 

You can see here that a 7850 won't even pull more than 130w alone, total system power consumption should be around 300w max.
