I can only assume that this is some kind of electrical noise being produced by my PC. All windows in the room were closed, chasis fans as low as they could go, ceiling fan off. I did a second run with the GPU fans screaming at 100% but it didn't sound like the mic was picking that up as there was no change in the audio.

1, That's not a power conditioner
2, It's unclear whether you mean mic noise or speaker noise, is this being picked up by your mic or is it coming out of your speakers?

If that's what your mic is picking up there are a few possibilities,
1, Gain is too high,
2, Poorly shielded XLR cable
3, Lots of EMI in your room
or
4, EMI interference over your USB ports.

If you just want to get rid of the noise there are a tonne of noise removal plugins and programs that can get rid of it for you, if you want to find the source of the noise that's going to be a tad more difficult.
