So on my pc I want to run a vm with linux on it but the base os for my system is windows. What requirements are needed for a fully functioning pc and vm?

CPU: Ryzen 5 3600

GPU: Gigabyte gtx 1660 Super oc 6g
Mobo:MSI b450 tomahawk max

RAM: 32gb ddr4 lpx vengeance 3200mhz

Storage: WD sn550 1tb, Baracuda 2TB HDD (*In use), Hitachi 2tb HDD, WD 0.5tb HDD (both HDD knackered)

PSU: cxm 450

Case: Corsair Carbide Series

to have it work? like a gig or so of free memory and 30 gigs of free disk space.

 

to have it work decently? at least a somewhat modern quadcore cpu, 4 gigs of free memory (so 8 GB RAM installed at the very least), and about 60GB free space on an SSD.

 

to run games in the VM: very specialized hardware and software, if you have to ask, it really is outside your scope.

but what would be a good cpu? Would a pentium g4560 work? or is like a quad core processor the minimum?

GOD NO! If you want to RUN a VM of any kind, you need at least a quad-core i5 or greater.

Or any recent AMD Ryzen will do, for example.

What do you mean when you say small linux i don't fully understand that
