Correct me if I'm wrong ( since I'm not into Pi's) but I think that is port is a 5v port 

You probably can power an external drive but it probably won't be fast considering the arm soc and the actual rate that the USB port can deliver interms of bandwidth 

But I could be wrong

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

That's not how it works; if there's not enough power, the HDD won't run at all. Its speed isn't affected by that. As for speed: RPi3 only has USB2.0-ports, so you're not going to be getting fast speeds anyways. You'll be lucky to get something like 25MB/s at max.

I'm thinking about turning my pi into a Plex server. Taking the speed of USB 2 into account will this work?

It should work, if there's only one or two people watching stuff and if they don't need transcoding. If the Pi has to transcode anything, it'll choke.

Does this mean that I won't be able to stream content to other devices?

No, transcoding means changing the compression-method for audio- and/or video-stream to another kind. Whether the Pi has to transcode or not depends on the device you are watching on and the file you are trying to watch.

So I should be able to stream an mp4 file from the Plex server to my Android phone?
