GTX 1070 GPU fan not spinning suddenly! LAPTOP! Safe to buy the internal fans from China?

I was playing a game and suddenly I noticed my computer was really hot and I had a gut feeling it was my GPU fan stopping again (It did once) so I quickly exited the game and opened the Dragon Center and I saw the temperature was 90 degrees and my GPU fan was spinning at a whooping 0 RPM.

 

Why's that? I reset my PC and it's still doing it. Is it a hardware issue? How do I tell? LAPTOP BTW! It's a MSI GT62VR

 

EDIT: Wanna note that the fact my laptops has some really ungodly screw makes thing a lot worse. I can't unscrew a lot of it the last time I tried (to apply thermal paste to my CPU). So if anyone has any recommendation, do hit me up with it.

 

Should I buy the internal fans from China? It's very cheap, with free shipping. If it's not compatible, nothing will go horribly wrong right that will wreck my PC?

Try manually setting the fan speed. If there's no response, I'd say it's highly likely a hardware issue and you'll need to contact the manufacturer for a RMA.

If your GPU cooler is broken you could mount something like an Arctic acellero 3 or 4

It doesn't work. Isn't it possible there's other reason? I dont think it's possible for a RMA since it's been almost 2 and a half years and I got it repaired recently (less than 2 months ago) at a local shop.

maybe search if the laptop‘s Fan or entire coolingsystem can be bought 

(maybe you find something on eBay or Aliexpress)

Looks like this is a common issue with this particular model of laptop and is a hardware issue with the fan itself.

I can only find the fans listed for CPU, not GPU tho. Are they interchangeable.

In that case, should I try switching the GPU and CPU fan to find out if it's really a hardware issue? I actually really hate opening up my laptop as the screws are really hard to remove and I tried to unscrew many of them but I didn't manage the first time around, so I didn't get to apply my thermal paste for my CPU.

So it won't damage my PC or anything? I know the wrong charger can damage a PC so I don't know if a fan could possibly do such a thing, I mean probably not, but I'm not going to risk it.

Just look at the I fixit guide 

the laptop had one fan type that is used on both sides
