Dusting out PSU

I know it's not safe to open a psu but if you only dust it out and not be in there with hands and metal stuff is it safe right?

You should be alright. In the wise words of Brian the Electrician: "JUST DON'T TOUCH THE SHINY" 

 

What I did a month ago was remove the fan grill, clean the fan blades as best I could without removing it, then blasted compressed air through the fan side.

I mean, "yes". But just blow it out, no need to open it up to do that. Compressed air will be plenty.
