Games, programs or workloads that it will be used for: Overwatch , COD warzone ,  GTA V , PUBG on regular 1080p monitor 60-75hz nothing special,

was considering rx 580 because off 8gb but after checking comparisons they are almost same, its 165 USD on amazon (https://www.amazon.com/Sapphire-Technology-11265-67-20G-Backplate-Graphics/dp/B083W2JP4W/ref=sr_1_4?dchild=1&keywords=rx+580+8gb&qid=1590274146&s=electronics&sr=1-4)

 

is any GPU worth to go till 200 USD ? or 1650 super for 160 is best for the budget

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

A used Rx 580 could be even better if you want to save money. Can get one for £140 in the UK so I'd image you can get one for similar in the US. There's also loads on the used market, just make sure its the 8gb

I would recommend you to get a used GPU, something like a gtx 1070 or Vega 56. Try go for around $160-180 a pop. Both of the above mentioned cards will be significantly faster than both 1650 super nd rx580.  

 

But because of the on going crisis, it would be a bit difficult to find those cards at those prices.

 

Still I would recommend you to get something used. Way better value proposition.
