i just upgraded from an rx 580 8gb strix oc to an msi rtx 2060 6gb gaming z.

playing gta v and i'm lucky to get around ~70 fps on high settings? is this normal or is something bottlenecking?

 

strix z270g

i7 7700 non k

16gb 2133mhz ddr4

rtx 2060

 

it seems like the gpu isn't being strained or anything, fans don't come on much and if they do, they don't stay on. doesn't go over 65c. is oc scanned with msi afterburner

is you 16GB of RAM running in dual channel (2 sticks in the proper dimm slots on your motherboard)?

Yes its normal. Running with default high settings can tank FPS with certain settings.  Quickly Adjusting it can lead to better fps.

So it's only one stick but I double check my motherboard manual and it's supposed to be in slot 2 but I had it in one, do you think this made much difference?

no, what makes a difference is that you are running memory in single channel mode which cut your bandwidth in half and also it's slow ram...so your CPU doesn't perform as well as it should.
