What about the Galaxy note 8?

It has a Snapdragon 835 but it's a decent phone with the quality of a flagship.

Any Android phone is rootable if you unlock the bootloader.

Do you need 3.5mm jack or does USB-C -> 3.5mm adapter fit for you?

What's your budget? In which country are you (some phones are not available in all regions)?

not every bootloader is unlockable, most phones sd855 arent afaik.

adapter is that resort, prefer not audio out from usb c

This is an unfortunate post title considering Australian slang.

 

...but yeah, you're rooting your phone, which depending on where you are your carrier will try to say you're not under their guarantees and the manufacturer might try stonewalling you if you need a warranty repair.  If you're still good, what do you care about rooting the phone on their OS?  Use a custom build for your phone.

unlock boot loader and rooting is the 1st must have requirement for custom roms. 

and warranty is not an issue

If i were to custom rom, i would consider a last year's phone as the builds are way more at stable and most importantly a xiaomi or oneplus. Xiaomi tends to be a hassle when it comes to unlocking the bootloader, because you have to wait a while for your request to get accepted. OnePlus is fully stock with some customization options. Both brands have a wide custom rom community.

I would recommend a Mi 9T/Pro, Poco F1 or LG V40.

Well, the majority of phones are manufactured in China, including Samsung and Apple ones. If you are that concerned about security go with an iPhone.

If you for whatever reason don't like chinese brands then LG, Samsung (US only)and Motorola are your only choices. 

Again, the V40 and everything up from a samsung s/note 8 is the best in this case, but i don't know what the community of those two is like.
