Okay so first how are you all doing, secondly... I just picked up a Corsair H100i Platinum RGB for $50 and the pump keeps on restarting every five seconds, is it dead or what else could be an issue causing it to restart constantly?

Make sure it's on either a "pump" header or that the fan header it's on is set to 100% all the time.

Is it literally stopping and then starting?  Like going from 0 RPM to whatever RPM?  Is that verified in software or BIOS?

Yes.  This.

 

If you don't have an AIO or Pump header then disable PWM on whichever header it might be on.

 

If it's controlled through USB and software then check software.  But also my question above.

I'll have to wait till my new setup is done as I'm just going off of information to get a ground idea of whats going on as I just purchased it and only just found out after buying it, but I shall question the previously owner

The pump on a regular fan header should have PWM disabled.  The fans you control however you want.
