I am having a fairly substantial issue in regards to my RAM and I don't know how to fix the problem. I have installed 32 gigs of Corsair Vengeance LPX. The problem is when is go to Task Manager it states that only 16 gigs of my memory is "usable". Also, it is only allowing my RAM to run at 1067 MHz when I paid for the 3000 MHz. My BIOS sees it as that speed and all 4 sticks but windows wont allow it to work. I have tried all of the troubleshooting online and I am stuck. 

My hardware is Ryzen 7 1800X & ASROCK Killer x370.

First of all use something other than task manager

2nd of all make sure that they are seated correctly

It's reading the base speed of dual channel this basically means 2133 so enable xmp/ dcop in the bios if that didn't work update to your latest bios

can you give us a picture because there are two readings 

one is the current frequencies and the other is base speed
