Usedcard wont connect

I bought a mining rx 470 for my brothers pc which has an athlong 3000g and the cheapest b450 board on newegg. The card apparently was working perfectly before I bought it but when I plugged it into my pc (r5 3600) It just gave me a black screen and when I plug it into my brothers pc it just gives no signal. The card definently has power as it turns on and my pc was working when plugged in as in it went through the whole boot proccess just the sceen was black. Any help would be appreciated I'd like to know because the shipping time took forever and wanna return it if its trash.
