I am putting alot of money into this system that i am building and where i live there is ALOT of power outages and power problems in general so i really dont want to fry anything on my system by any means!! I have a 650W evga g2 power supply would something like this be sufficient?

You won't fry anything with a power outage, but you could corrupt your OS and/or other files.

If you have the money to spend and/or don't want to mess around with corrupt things, go for it.

 

That UPS would be sufficient since your PC likely won't draw more than 600W from the wall, but keep in mind that if you plug your monitor/speakers/other stuff into the UPS then it could start to get dicey if you happen to be doing a high-powered activity (gaming or editing or something) when the power cuts out.

You don't need a UPS, simple as that, windows is pretty great at dealing with sudden power outages.
I turned my PC off by cutting the power for two years without any real issues, not saying that it's a smart thing to do but it just illustrates my point.
