Duet appears to only mirror the desktop to iPhone. Not the other way around. 
 

Windows 10 should have a Connect feature that works a bit like Miracast. Will probably be a pretty jank solution though as Miracast tends to see little support, and standard casting only works on a per app basis. 
 

Some phones may support MHL or Slimport, though are few and far between. iPhones have their own HDMI adapter as well. All of these require a capture device. 

Offline screen capture is easy to do, though requires a lot of storage. 

 

If none of the above are an option, your best bet (that I know of) for live-streams will probably be a Shield TV and capture card.
