Today I upgraded from an i7-7700k to a Ryzen 9 3900x. After swapping out motherboards and CPUs, I tried to run my system but it wouldnt post. All lights would come on, I wouldnt get any sort of error messages or tone and my GPU fans would spin up to 100% and stay there. After removing my gpu and putting it back in the system it would post but if I turn it off it will go back to refusing to post. My graphics card is an EVGA 2080. Why would it be having this specific start up issue? I also noticed that every core on the CPU is jumping between base clock and boost clock even though the system is idling.
