stuttering after CPU upgrade

so im having an issue where when i watch a movie with windows media player or watch a youtube video i get stutters. i.e. the video will pause while the audio plays a tad or the video will play with the audio in sync and just stutter off and on.

im wondering if maybe the issue is that fact that im running 3000Mhz ram on my 3900x

before anyone asks the 3000 mhz ram is all i had when i bought the 3900x i couldnt afford to upgrade the ram previous cpu was a 1600AF couldnt afford faster ram when i bought my 3900x

triple checked all resolution settings, drivers, ddu, and cables?

CPU will work fine with those ram. Double check your cooler or reinstall your CPU.

yes even updated to new chipset drivers

is this a fresh windows install? if your cpu temps are good, this would be my next suggestion.

no not fresh install issue only happened after the new cpu install but i didnt mess with any drivers i took out my old cpu and put in the new one temps are fine 360mm aio for cooling

if you have tried everything thing else, i would recommend a fresh win10 install to see if that clears it up.
