Games, programs or workloads that it will be used for: 
pop_os, win10 dual boot.

For daily things: discord (and its resource hogging video chat), telegram, spotify, and so many firefox instances/tabs, microsoft teams and lots of twitch streaming.
Generally I have 2 workspaces up, one with personal stuff and one with work stuff.

For gaming things: dota2, cs:go, WoW, Half-Life stuff, Borderlands series, MW2 COD and related "squad" type games
 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I have all peripherals, all set there. Other considerations:
1. I have 2 Dell u2412m monitors, one is setup portrait, other is landscape at 1920x1200. At some point I'd like to upgrade to an ultrawide setup but I'm not sure what specs I'm expecting.

2. I currently have a Fractal r4 case, I'll reuse that.

3. I have 2 SSDs and 1 HDD which I will reuse.

4. RGB isn't necessary. I'm for performance over aesthetic.

32gig os ram is overkill for gaming but since you work with your pc (assuming you edit/render things) 32gigs is a good choice.

 

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

No edit/rendering.

I professionally create and respond to emails. My job can be done 100% via a web browser and powerpoint.

When I use firefox though, it's "heavy" I would say, 3-4 instances open and a dozen tabs on each instance.

My current PC struggles when I am cranking.

I'm not terribly concerned about noise - since the foils have more surface area I would assume lower temps?
