Much Lower FPS than expected (please help)

So, i have 2 years now a computer built for gaming. Recently, i decided to add more ram, from 8gb to 16gb, add a second ssd as well as add a new graphics card gtx 1660 super 6gb. But, when i play some games like fortnite, in epic settings i have like 60-90 fps and all run lets say kinda smooth. But when i switch to low settings, im getting the same fps ±30 but the stutter is soo much that i cant play at all. Secondly, when i'm playing games like apex legends and rainbow six siege im getting much lower fps in comparison of my new beast graphics card. I switched from amd to nvidia recently and i did not format my pc but only uninstalled the amd drivers and installed the nvidia ones + geforce experience. One more example is the game Valorant. My friends with a older card have like 300+ frames and i have 130 same settings. Closing, i forgot to mention that im using a 1366x768 32inch TV so just imagine how much more badly the performance will be with a 1920x1080 monitor. Just to mention, the temperatures are better than normal so thats not the problem.

My specs:

Intel core i5-7400k 3ghz

Asus gtx 1660 super 6gb 3 fans

16gb ddr4 2400mghz ram

Asus prime b250-plus

A power supply that i dont remember the name of

2 ssds Western digital(main)Kingston 480gb(second)

Windows 10 pro 64bit

I have the same issue. friend with a 1660 ti gets 200 fps in valorant, I have a rtx 2080 and get 140. I noticed that there is low gpu/cpu usage during gameplay tho. Like 20% and 20%. If you find a fix let me know.
