I recently undervolted my rx580 for the summer and its stable during gaming however Its not stable while watching YouTube videos, I did a bit of googling and found this reddit post with someone who had a similar issue. One reply stated this was due to the rx580 video encoder needing more voltage, after changing my undervolt from 1350Mhz @1000mv to 1400Mhz @ 1053mv my video play back is stable, so I guess this confirms the video encoder was the issue. Since Im trying to get the lowest powerdraw possible and I get hardly any improvement with the extra 50Mhz coreclock I was wondering if I might be able to adjust the voltage required for the GPU encoder. EIther by setting the video encoder to run at a higher voltage than the GPU runs or be able to undervolt the GPU encoder so it is stable at 1volt. It seems odd to me that the video encoder would need more voltage than a GPU, but to be fair my understanding of GPU architecture is limited. 

 

Any work around ideas would be great, I know it isnt much of a difference but 12watts (the powerdraw difference between my two undervolts) is ~11% more powerdraw over my max undervolt and ~9% of the stock powerdraw, which does make a noticeable difference with my temps not just on my GPU but in room as have really bad AC.

First of all, you're not using the encoder when watching Youtube, but the decoder. Secondly, there is no separate regulator for that, so no.
