i have an 17 9700KF mounted on an msi gaming plus z390 mb using a rtx2070 gpu and 32mb of 4000 memory, i have the cpu cooled by a be quiet cooler and fan. up till now all has been fine but summer has arrived and although msi afterburner keeps the gpu temps around 80 degs the cpu  can run up to 99 degs. in default no overclocking mode the cpu is running at 4900mhz however if i activate gaming mode in the dragon center prog it slows the cpu down to 4700 mhz is this correct? as i do get a 5fps drop in performance, on the plus side in gaming (slow) mode the cpu temps drop to 75-80. I want to avoid going water cooling but i can clip another fan onto the cpu cooler, what are peoples thoughts please?  Also i have had 4 140mm fans blowing inwwards on  the phanteks 350x case and one exhaust fan is this slowing down the throughput of cold air i have turned one of the top fans around to see if that has any effect so now it is 3in 2 out

What case do you have? Looks like an NZXT H series? If so they have terrible airflow and are more of a component oven than a PC case.

What's the cpu core voltage at during load? Check and make sure that Multicore Enhancement isn't disabled. I'm not entirely sure what Gaming Mode does. Msi says that it will 'optimize the computer system, monitor, cooler and other peripherals to provide the best gaming experience' which is rather vague. I personally wouldn't use it. 

The PR Slim is not a very powerful cooler and I'd recommend getting a beefier cooler. An additional fan wouldn't make much of a difference.
